Carole Jean Benkelman reports that on the back of this photo, in beautiful handwriting, is the following inscription "Uncle Bill, What do you think of my bathing suit? Ruth Jane"

This is probably Ruth Jane Bien, who was the daughter of Stanley Bien and niece of William Bien. It may instead be Ruth Benkelman, daughter of Ben Benkelman Sr and niece of William Benkelman.
